Bipartisan Bill Introduced to Incentivize Investments in Energy Efficient Building Systems

Representatives Brad Schneider (D-IL) and Tom Rice (R-SC) introduced the Energy Efficient Qualified Improvement Property (E-QUIP) Act (H.R. 8930)(text) on December 9. The legislation establishes an elective 10-year cost recovery period for property characterized as “E-QUIP expenditures.”

The benefit would apply to improvements in both commercial buildings and multifamily units and covers components and controls for the main systems that most impact energy consumption, including heating and cooling, lighting, and envelope. In order to use this benefit, installed systems must meet certain performance standards.

While the legislation is currently pending in the House Ways & Means Committee, it will likely need to be reintroduced in 2021, after the 117th Congress convenes in early January.
