ACD Statement on OSHA’s Updated Guidance for Hazard Communication Standard Revisions

Today, Alliance for Chemical Distribution (ACD) President and CEO Eric R. Byer released the following statement after the Occupational Safety and Health Administration (OSHA) released updated enforcement guidance on its 2024 Hazard Communications Standard (HCS) final rulemaking:

“For more than six months, ACD has encouraged OSHA to release additional guidance that clarifies the compliance standards our members are required to meet. ACD applauds OSHA for delaying the compliance deadlines by four months to ensure the agency has necessary time to publish guidance materials that will help our members successfully meet these requirements.

“While ACD recognizes the importance of updating HCS to protect employees, we have been concerned about the complexity and undue administrative burden that may be placed on our members who are making diligent and good-faith efforts to comply. ACD will continue to work with OSHA on these clarifications to ensure seamless implementation of HCS revisions.”

In July 2025, ACD joined 18 other organizations in a letter to OSHA raising concerns with aspects of OSHA’s 2024 revision to its HCS. To read the full letter click here.
