Senate Passes the CTPAT Pilot Program Act

By unanimous consent, the Senate passed S.2322, the CTPAT Pilot Program Act of 2021. The legislation would establish a pilot program to assess whether allowing non-asset-based and asset-based 3PL providers to participate in the Customs Trade Partnership Against Terrorism (CTPAT) program can be achieved while maintaining secure cross-border trade. S.2322 would allow up to ten asset-based and non-asset-based 3PL providers to take part in the pilot program.

CTPAT is a voluntary partnership program between supply chain companies and the federal government that allows companies to expedite freight through the country to reduce trade and supply chain disruptions while keeping U.S. borders secure. CTPAT members are eligible for a reduced number of CBP examinations, front line inspections, shorter wait times at the border, assignment of a government-trained supply chain security specialist, and access to the Free and Secure Trade (FAST) Lanes at U.S. land borders.

The legislation is currently pending before the House of Representatives.
